The mentioned method for installing EPEL doesn't work on CentOS 7 now. The following method works fine:

$ sudo yum install epel-release

The latest version of EPEL repository can be installed directly via yum command on RHEL/CentOS 7 systems, using:

# yum install https://dl.fedoraproject.org/pub/epel/epel-release-latest-7.noarch.rpm

I just kept this part out of newly created epel.repo config file, before that, there were some errors in result of:

# yum repolist command
