The unit file does not include EnvironmentFile=/etc/varnish/varnish.params so you will be banging your head against the wall when you start it and it doesn’t do what you want – it’s because it’s not reading ANY of your configuration parameters. You will need to edit/replace/drop-in the default unit file.
