    In step 8, your semanage command is incorrect as of RHEL/CentOS 7.4. The correct command is: semanage port -a -t syslog_port_t -p udp 514. You are missing the first “port” option.

    Also, if you are using a basic install of RHEL/CentOS, you need to install semanage with: yum install policycoreutils-python.
